How the model works

Three stages, each committed separately. You are not asked to commit to the whole relationship on day one, and neither are we.

  1. Stage 1 — Market entry assessment

A fixed-fee piece of work producing four things: a licensing pathway report covering exactly which licence classes your operation requires and who is eligible to hold them; a market assessment of demand, competitors and prevailing rates for your trade in South East Queensland; a compliance register listing every statutory obligation with responsible party, cost and deadline; and a phased entry plan with capital requirements, headcount and milestones.

You own the output whether or not you continue. If the honest answer is that Queensland is not for you, you will have reached that conclusion on evidence rather than optimism — and for a fraction of what finding out the expensive way costs.

  2. Stage 2 — Establishment

Entity, tax and insurance structures in place. Licence and mutual recognition applications lodged and managed. Safety and compliance systems localised and implemented. Supplier accounts opened and credit terms negotiated. Brand, capability materials and website live. First client approaches made and a pipeline established. Operating procedures documented in both English and Chinese.

  3. Stage 3 — Operation

We run marketing and business development, project management, administration and finance on an ongoing basis. Reviewed annually. Our commercial interest is deliberately tied to work won and revenue actually received, not to activity.

Division of responsibility

Who does what

We put this in writing before anything else is agreed, because ambiguity here is what destroys these arrangements.

How we are paid

A monthly operating fee

Covers the standing operation — administration, finance, compliance maintenance, marketing and the platform. Priced well below what the equivalent in-house roles would cost you to hire, which is the comparison we encourage partners to make.

Business development commission

A percentage of contract value on work we introduce and win, payable on your receipt of client payment rather than on contract signature. We are paid when you are paid.

Project management fee

A percentage of contract value on projects where we provide project management.

Equity — later, if at all

We do not seek equity at the outset, because neither party can price it fairly that early. Where a relationship performs, it can be discussed after a period of operation on terms set in advance. We would rather earn it than negotiate for it.

The comparison worth doing. Building this capability in-house means hiring a contract administrator, a bookkeeper, a marketing function and a project coordinator — four Australian salaries plus superannuation, workers' compensation and leave loading. Before you compare our fee to zero, compare it to that.

Important notices

  1. Nucore does not assume responsibility for construction performance, workmanship or defect liability. These remain with the contractor performing the work.
  2. Regulatory information we provide is general in nature and does not constitute legal, financial or migration advice. Partners must obtain independent professional advice. We will help identify and brief the right advisers.
  3. We do not guarantee any specific volume of work, revenue or contract award. Outcomes depend on factors outside our control, including your pricing, capacity and delivery performance.
  4. Nucore acts as agent and adviser and does not enter the construction contract chain unless separately agreed in writing and appropriately licensed.
